Acts of service are acts that change the world. Are you ready to serve? There are a few things you should consider: Please note that we are a working board. Directors and officers are expected to attend both monthly Board and Chapter meetings. Different roles have different hands-on time requirements and "busy" seasons. Expect to invest at least one hour per week and to support board wide initiatives as needed.

There are some great benefits to joining the board! Of course, the most important is that you’ll have a direct opportunity to make a positive and meaningful impact in our community.

This is a working board! You will work, you will be challenged, and you will grow personally, professionally, and within the HR community.
You will elevate and add to your transferrable skills.
You’ll save money on chapter dues, monthly meetings, and national conferences.
You’ll earn SHRM PDCs for your volunteerism.
And so much more!

I hope you’ll take some time to consider an open board position and match your time and talent to the role(s) that interest you most. Below are a few criteria pieces to be mindful of when submitting a nomination:

Nominees must be current members in good standing of SHRM and/or of an affiliated Kentucky SHRM chapter
Nominees must work or reside in Kentucky
Nominees must be individuals with an outstanding record of contributions to the human resource profession
Nominees must be individuals who volunteer their time/expertise

BGSHRM is pleased to announce the 3rd Annual BGSHRM SHRM-CP/SCP Certification Scholarship Program!

The purpose of the Certification Scholarship is to provide financial assistance to BGSHRM members who are interested in obtaining a SHRM-CP/SCP certification who are not being reimbursed from their employer or other resources.

Scholarship Eligibility:

Current BGSHRM Member (Professional, Associate, or Student Membership must be active when applying and throughout the year in which the award is received)
Meet eligibility requirements for SHRM Certification (CP - Certified Professional or SCP - Senior Certified Professional)
Plan to sit for the exam within 12 months after the scholarship notification date
Is not receiving any organizational support or reimbursement for SHRM certification exam and preparation fees

Applicants who meet the criteria to sit for an exam and wish to apply for the scholarship will need to submit:

FREE Diversity, Equity, & Inclusion Certification Program!!! Starts 3/24

University of South Florida has developed a DE&I certificate program. The certificate program begins Wednesday, March 24, and runs through Wednesday, May 5. Thousands of people have already registered. It consists of seven two-hour modules, aired live on Wednesdays from 5-7 p.m. ET / 4-6 p.m. CT (but participants have two weeks to view the recorded session).

Those who successfully complete the program will receive a digital certificate as well as a Credly badge that can be displayed on LinkedIn. The certificate program also qualifies for 14 SHRM/HRCI recertification credits from the university.

Although this is a free program, ADVANCED registration is required. I registered, and I hope you will, too! Faculty and HR professionals, what a great resource to build your knowledge and earn credits! Students and emerging professionals, what a wonderful addition to your education and a certificate to add to your resume and experience!!!

SHRM is Launching an HR Apprenticeship Program

SHRM is launching an HR apprenticeship program this year. Beginning in 2021, through a three-year Department of Labor grant, SHRM Foundation’s Human Resource Registered Apprenticeship Program (HR RAP) will help you:

Prepare Employees for Challenges of the 21st Century Workplace
Create Opportunities for a Diverse Workforce
Provide Talent to Create Returns to Your Business Operations

Powered by SHRM’s globally recognized competency-based certification program, the HR RAP will develop apprentices for the HR Specialist role through a “learn and earn" experience. Apprentices will be prepared to earn the SHRM-Certified Professional credential, giving them the skills they need to deliver results to your organization and an opportunity to progress in an established career path. The benefits to employers include:

IMPROVED PRODUCTIVITY, CUSTOMIZED TRAINING, INCREASED RETENTION, and a DIVERSIFIED TALENT POOL.

Apprenticeships are a career path to many white-collar professions NOT just unions and the trades. Apprenticeship works for any program that is skill-based and can be supported by experiential learning. Apprenticeships are growing in non-trade industries such as IT, healthcare, advanced manufacturing, insurance, and hospitality. The resources spent are an investment in an employee which will result in higher productivity and lower recruitment costs, NOT just an expense. Employers can reduce costs by partnering with other employers and the public works system. Educational institutions and community organizations can offset education and training costs. There is no minimum size for employers. This is NOT just a program for large employers. Apprenticeship is ideal for any position that benefits from on-the-job learning and where there is a committed mentor. It’s useful for positions where employers are faced with high turnover.

The SHRM Foundation will be your partner and provide resources needed to establish a registered apprenticeship program including:

Legislative Update from BGSHRM Director Kelly Bolton

Just a note that the Governor issued new recommendations for Kentucky last evening that limits in person meetings (of any size) for all red counties – the majority of counties around Fayette call into that category, and Fayette itself is within a half percentage point of becoming red.

Please review Governor Beshear’s recommendations for red counties in Kentucky effective 10/26/20, which encourage all employers to allow employees to work remotely whenever possible.

Paycheck Protection Loan Forgiveness Program Details have been released and payroll providers have updated there systems with required reporting. Employers are encouraged to follow up with their CPA prior to submission of any documents.
Ensure you are providing a hygiene kit for any employees who are traveling that includes gloves, a mask, tissues and hand sanitizer.
Ensure your facilities teams are taking precautions with the air ventilation in HVAC systems.

FFCRA – Families First Coronavirus Response Act:

DOL has issued guidance that employees who are laid off/furloughed are NOT eligible for paid sick leave or the FMLA expansion provision, since they are technically no longer employees. Those employees who are still on the payroll are eligible for paid sick leave, and expanded FMLA provisions. Please review HR6201. Provisions of FFCRA apply to employers with 500 employees or less ONLY.

CARES – Coronavirus Aid, Relief & Economic Securities Act

Includes provisions of the Paycheck Protection Program funded by the SBA

OSHA – Has published guidelines for the reintegration of employees into the workspace. You will want to ensure that you have face masks available for your employees. Please review OSHA guidance on their website.

We have adjusted our newsletter distribution dates and are still accepting submissions for our Q2 BGSHRM Newsletter.

Content must be directly related to a SHRM Competency and kept to under 250 words. Please include a brief (1-2 sentences) bio with your submission. Professional experiences and stories tied to the SHRM Competency you are writing about are encouraged. Please use pseudonyms in place of company names and people when sharing. Photo submissions to support your content are also encouraged. Finaly, be flexible! As editors, we fancy the red pen, so please anticipate possible spelling and grammatical corrections to your content before publishing.

The application window is now open for SHRM Certification Professional Development Grants. Applications will be accepted

through August 2nd.

If you are selected to receive a SHRM Foundation Certification Professional Grant you will receive a SHRM Learning System and free exam for the SHRM Certification that you are eligible to apply for (SHRM-CP or SHRM-SCP).

You must be a member of National SHRM to apply and the grant must be claimed 12 months from the date it is issued. For information on eligibility and how to apply, click here.

A Message From Your President - Chapter Meetings

Good afternoon.

Our hearts and thoughts go out to those affected by the COVID-19 (coronavirus) pandemic and to you and your families during this unsettling time.

As the situation with COVID-19 continues to develop, the BGSHRM Board of Directors is focused on safety and is standing by to support you. We are following suggested precautionary measures to prevent possible exposure and spread of the virus. Our top priority is the health and safety of our BGSHRM members and guests.

Based on the recommendation of the CDC and State Governor to limit organized events and due to the ever-changing situation regarding COVID-19, the Board of Directors have decided to cancel all in-person BGSHRM meetings scheduled for April 2020. However, we understand the importance of ongoing professional development on important and relevant topics, even during these times. Therefore, our Board has worked hard to provide you with an alternative.

The April 14^thMeeting on Cyber-Security has been changed to a webinar format. To register for this webinar, please click here. If you registered for the in-person meeting, you do not need to do anything. If you paid to attend the in-person meeting, we will provide a partial refund for the cost of the registration. If you have any questions regarding payment, please contact treasurer@bgshrm.org.
The April 22^ndBreakfast Meeting on the Opioid Response Program for Businesses workshop/training, in conjunction with The Kentucky Chamber Workforce Center, has been postponed until further notice. We will notify you when we have a rescheduled date. If you had already registered and paid to attend the meeting, we will provide a full refund for the cost of the registration. If you have any questions regarding payment, please contact treasurer@bgshrm.org.

We intend to make a determination on the format of the May Chapter Meeting mid-April. Once a final decision has been made, we will send an update to the chapter. BGSHRM will continue to monitor the social distancing recommendations and consider the best interest of the health, safety, and well-being of our members, guests, as well as surrounding community.

A Message from BGSHRM President - COVID-19 Virus Update

A Message From Your President

Good afternoon!

I know there are many concerns surrounding upcoming meetings and COVID-19 and we completely understand your concern! With our upcoming April meetings still being four weeks away, there are no current plans to cancel either of the events.

The Board of Directors are monitoring the situation and will re-evaluate as we get closer to the scheduled events. Additionally, we have worked with The Grand Reserve to better understand the standards they have implemented to reduce the possibility of spreading the COVID-19 virus.

Specifically, The Grand Reserve has taken these extra measures to control the spread of any illness by doing the following:

Boxed lunches have been offered as an added measure of protection.
Following CDC recommendations by using bleach based cleaning products and providing anti-bacterial soaps in all restrooms.
Cleaning/sanitation efforts have doubled before and after each event (tables, hand railing, chairs, bathrooms, etc.)
Providing tables of 8 (not 10) and moving tables further apart in order to allow for more distance between attendees.

As members of our local communities, I highly encourage everyone to employ the precautions below into their daily activities:

Wash hands frequently for a minimum of 20 seconds with warm water and soap.
Use hand sanitizer.
Use tissue to cover your mouth/nose if you sneeze or cough. Dispose of tissue and wash or sanitize your hands.
Encourage your employees to stay home if they are experiencing symptoms associated with the COVID-19 virus, regardless of how mild they may be.
Please do not attend meetings if you have cold/flu-like symptoms.
Do you best to limit/avoid contact with sick people. The CDC recommendations maintaining a distance of 6 ft between people.
We strongly encourage heeding all public health guidelines established by the experts at the national, state and local levels of government; understand and follow good-health practices; and factor information into your personal decision about attending community events and being cognizant of the population groups that are particularly vulnerable.

More recommendations for prevention:

kycovid19.ky.gov and cdc.gov/coronavirus for up-to-date information.

With recent developments and communications around “social distancing”, we hope the time between now and the scheduled events will have a significant impact on reducing the COVID-19 risk.

I will send additional communications to Chapter members as new developments arise. I hope this message provides some comfort around the actions BGSHRM is taking to ensure the safety and well-being of our membership.

Eligibility, per by-laws:

To qualify for an Officer role, must have at least one (1) year of membership with the Chapter and be a member of National SHRM. Additionally, to qualify for the President-Elect role, must have served at least one year on the BGSHRM board before.
All terms are a 2 year commitment with the exception of President-Elect, which is a 3 year commitment.

Overtime Changes May Be Top Legal Trend for 2019

Human resource professionals will pay attention to what legislation moves in the Senate and the newly Democratic-controlled House of Representatives in 2019, including a possible minimum-wage increase and paid-leave proposals, and what rulemakings advance, including the overtime rule. The Department of Labor has sent the proposed overtime rule to the Office of Management and Budget (OMB), which is often a sign that public release is near, according to The Wall Street Journal.

The Nest - Center for Women, Children and Families is our Community Outreach Partner for November. The Nest is a safe and healing place for Women, Children and Families in Crisis. They help with child care, domestic violence counseling and legal advocacy, parenting and support, and basic human needs for Mothers, Fathers, and Children - all at no cost to the vulnerable families they serve.

They are hosting a Reindeer Express Donation Drive that supports the children that would otherwise not have a Christmas. Chapter Members are encouraged to bring toy and/or coat donations to the November 13th meeting or you are welcome to host a drive within your organization and donate by December 14th!

DOL’s Wage and Hour Division Announces Overtime Rule Listening Sessions

Yesterday, the U.S. Department of Labor’s (DOL) Wage and Hour Division (WHD) announced it will hold five public listening sessions to gather views on the Fair Labor Standards Act’s white-collar exemption regulations (also known as the “Overtime Rule”). The Federal Register notice asks for the public’s input on the following four questions related to the salary level test:

1. What is the appropriate salary level (or range of salary levels) above which the overtime exemptions may apply?

2. What benefits and costs to employees and employers might accompany an increased salary level?

3. What is the best methodology to determine an updated salary level?

4. Should the department more regularly update the standard salary level and the total-annual-compensation level for highly compensated employees?

The five listening sessions will occur throughout the country and will begin on September 7 in Atlanta, Georgia. You can find a full list of locations and times and register to attend any event here.

This is the first action DOL has undertaken to update the overtime rule since July 26, 2017, when the department issued a Request for Information (RFI) on the invalidated Obama Administration’s Overtime Rule.

ICE planning surge of I-9's this summer!

They always say "it won't happen to me"....until it does! If you haven't been keeping tabs on your I-9's, now is the time to do so.

ICE is increasing I-9 audits this summer! ICE has already opened more worksite investigations seven months into FY2018 than the agency completed in all of FY 2017.

Since October 2017, HSI has opened 3,510 worksite investigations, initiated 2,282 I-9 audits, and made 594 criminal and 610 administrative worksite-related arrests. That's up from 1,716 investigations, 1,360 I-9 audits, 139 criminal arrests and 172 administrative arrests the previous fiscal year.

2019 HSA Contribution Increases

Next year, allowable HSA contributions for participants with self-only health coverage will rise by $50. For HSAs linked to family coverage, the 2019 contribution limit will rise by $100 above the family cap set for 2018.

Family HSA Contribution Limit Stays at $6,900

The IRS announced in a revenue ruling that it will let taxpayers stick with the original $6,900 contribution limit for family coverage.

Quoted from SHRM Article: For HSA participants who had contributed the full $6,900 for the year and then withdrew $50 with earnings, "now you can put it back into the HSA if the HSA custodian accepts it," Sit explained. "If you decide to keep the $50 with earnings, you can go by the $6,850 limit and treat it as a normal withdrawal of excess contribution."

DOL acts to protect individuals with disabilities from workplace exploitation

Investigation finds nearly 250 workers with disabilities improperly paid by a company located in Illinois - The Department of Labor revoked their certification under Section 14 (c) of the Fair Labor Standards Act (FLSA).

Section 14(c) of the FLSA is designed to offer more job opportunities for workers with disabilities when their disability affects their productive capacity for the work being performed. After applying for and receiving a certificate from the Department’s Wage and Hour Division (WHD), the employer may gauge their hourly workers’ productivity and calculate the appropriate sub-minimum wage as a percentage of the rate for experienced workers performing similar jobs in the area under the Section 14(c) provisions.

IRS Issues New Form W-4 and Updates Tax Withholding Calculator

At the close of February, the IRS released an updated tax withholding calculator on IRS.gov and issued a new Form W-4, Employee's Withholding Allowance Certificate. Employees can use the online calculator to check their 2018 tax withholding following passage of the Tax Cuts and Jobs Act in December. If employees choose to adjust their withholding, they can now complete and submit the revised Form W-4 to their employer.

The IRS also posted new Withholding Calculator Frequently Asked Questions.
